Transforming Lives: USDA’s $956K Boost for Oregon Farmworker Housing Empowers Agricultural Communities

The U.S. Department of Agriculture (USDA) has awarded $956,333 for a project to rehabilitate Villa Del Sol, a multifamily affordable housing complex in McMinnville that serves farmworkers and their families.

The funding comes from USDA Rural Development’s Off-Farm Labor Housing Program, which helps property owners make health and safety repairs, accessibility improvements, energy efficiency upgrades, and more to benefit their tenants. Across five states, the Off-Farm Labor Housing Program is awarding a total of $18 million in grants and loans to improve approximately 500 homes, including Villa Del Sol in Oregon.

Community Home Builders in Yamhill County will use the $956,333 federal award to significantly rehabilitate eight two-bedroom, 12 three-bedroom, and four four-bedroom units at Villa Del Sol. The improvements will not only enhance living conditions for the 24 tenants who are expected to benefit from the project, but all future farmworkers and their families who will call the housing complex home, according to a release from the offices of Oregon’s U.S. Senators Jeff Merkley and Ron Wyden and U.S. Representative Andrea Salinas.

“Making sure families have access to safe and affordable housing in the communities where they work is essential,” Merkley said. “This federal investment will help ensure safer, more modern housing for the farmworkers in Yamhill County who work every day to help feed families across Oregon and America. I will keep fighting to deliver necessary housing resources like this so everyone in our state can thrive and live healthy lives.”

“Housing is a human right, and farmworkers in Oregon deserve affordable and secure living options,” Wyden said. “I’m gratified this McMinnville housing complex has earned nearly $1 million in federal funds to provide that housing for farmworkers and their families. And I’ll continue pressing for similar investments in housing for agricultural workers and every person statewide.”

“Despite being the backbone of our agricultural economy, many farmworkers still can’t afford to feed their families or put a roof over their heads,” Salinas said. “As the daughter of a former farmworker, I’m committed to changing that reality – which is why I am so proud to announce this federal funding for Community Home Builders in Yamhill County. These dollars will be used to deliver safe, affordable housing for farmworkers and their families here in the mid-Valley. BACKGROUND

According to the Farmworker Housing Development Corporation (FWHDC, tthe Mid-Willamette Valley region of Oregon has one of the largest agricultural workforces in the country, led by over 40,000 hard-working farmworkers, some of whom migrate seasonally to other parts of the country when other crops are ready for harvest. Many, however, reside permanently in the area.

“Farmworkers are vital to Oregon’s growth and economic success, and farmworkers continue today to leave their mark in our state, not just with their strong economic contributions, but with their rich and fruitful culture and active community participation, the FWHDC states on its website.

According to Oregon Housing and Community Services (OHCS), a farmworker is defined as a person working in connection with cultivating the soil, raising or harvesting any agriculture or aquaculture commodity.

A farmworker may also work in connection with catching, netting, handling, planting, drying, packing, grading, storing, or preserving in its unmanufactured state any agriculture or aquaculture commodity. A farmworker may deliver to storage, market, or a carrier for transportation to market or to processing any agricultural or aquacultural commodity.

Urgent: Tennessee Farmers Seek Lifeline After Hurricane Helene’s Devastating Impact on Agriculture

NASHVILLE, Tenn. (WKRN) — Tennessee’s Congressional delegation sent a letter urging House and Senate leaders to provide meaningful federal aid for farmers affected by Hurricane Helene.

Monday’s letter, signed by the entirety of the state’s Congressional delegation, urged Congress “to take swift and thorough action in appropriating critical funding” to meet the agricultural relief demands of states affected by Hurricane Helene, like Tennessee. The letter added that the state received copious amounts of rain and runoff from surrounding states, which acutely affected the agriculture industry.

Last week, the United States Department of Agriculture (USDA) estimated that farmers in affected states like North Carolina, South Carolina, Virginia and others would receive over $233 million in indemnities. However, Tennessee was not included in the USDA’s estimated indemnity payments.

“Now more than ever, the agriculture industry is relying on Congress to step up to the plate and overwhelmingly support the industry that fuels, feeds, and clothes our nation,” the letter added. “Federal agricultural disaster assistance is vital to helping our state and country recover from the unprecedented disaster that has taken so much.”

GLENWOOD CITY — This year, the Glenwood City agricultural program now has three approved courses where students can take an agricultural education course in our high school and receive college credit while doing so. One of the newly instated courses is a horticulture course taught by Miss Konder and when the student completes the course, they will receive three credits from Chippewa Valley Technical College. Konder states, “It is a wonderful opportunity that our students have to gain college credits before they even graduate from high school. They will gain valuable knowledge and skills but also save thousands of dollars on their post-secondary education.”

Due to the new partnership with CVTC, Glenwood City was eligible to receive a free Fork Farm hydroponic tower through the CVTC horticulture program. This tower uses water to grow fresh lettuce and herbs, which Konder says will go into the school lunch program and the FACS/agriculture classrooms. Vertical farming is a large movement globally due to the planet’s increasing population and farmable land being used for urbanized purposes. With this new piece of technology in the classroom, the students within the horticulture class will learn about how to farm creatively through hydroponics, specifically the Fork Farm, which can grow up to 288 plants at the same time.

The National Farmers Union (NFU), NFU Cymru, NFU Scotland and Ulster Farmers’ Union have written to the government to express concern over potential changes to the new dairy contract legislation.

Following years of campaigning from farming unions and consultation with the dairy sector, the Fair Dealing Obligations (Milk) Regulations 2024 came into force in the UK on 9 July 2024. They apply to all new contracts made for the purchase of milk from a producer.

The regulations are designed to ensure fair and transparent contracts for dairy farmers and avoid abuses of power within the supply chain, preventing contract changes being imposed without agreement.

However, in a press statement, the NFU expressed its ‘alarm’ over potential changes to the legislation relating to exclusivity, and the unintended consequences of the tiered pricing provisions within the regulations.

The unions said: “Historically, contracts have allowed milk buyers to have complete discretion over the price paid for milk and exclusivity over all of the milk produced on a dairy farm”.

“A cornerstone of the new legislation was designed to sever this control over both price and volume, allowing a dairy farmer access to a non-exclusive agreement enabling them to be able to market some of their milk elsewhere when it is not desired by the primary purchaser.”

The NFU highlighted that government is proposing to change this to allow for a specific interpretation of tiered pricing, encompassing both a price bonus and a penalty linked to seasonal milk volumes. This would allow the milk buyer to discount certain litres of a farm’s milk, even where a contract is exclusive, the unions said.

“The UK farming unions have always believed that the ability for milk buyers to control both price and volumes of milk on a dairy farm should be separated,” they continued in their statement. “We cannot see any reason why anyone would object to a farmer being free to market their excess milk to a third party should their primary purchaser be discounting it.”

The unions have written to food security minister Daniel Zeichner to emphasise these points and seek a proposed solution, stating that they believe these changes would act against the best interests of dairy farmers.

Oct. 16 marks World Food Day, a global initiative drawing attention to the “right to foods for a better life and a better future.” However, Canada’s food and agricultural policies are falling short of this objective.

Canada’s current agricultural policies are not serving the well-being of the public. Canada’s agricultural program payments and subsidies are not aligned with the government’s dietary guidelines and health goals.

Very few agriculture investments go to the production of fruits and vegetables, even though Canadians under-consume them. Instead, financial support overwhelmingly goes to feed crops, agricultural export crops and foods high in saturated fat. This is particularly troubling, given the rise of food and lifestyle diseases in Canada, such as diabetes, obesity, coronary heart disease and high cholesterol.

The health-care costs of diet-related diseases from not meeting the dietary guidelines are at least two percent of all health-care costs in Canada, with some estimates putting it as high as 19 percent. Agricultural policy is not just about food; it influences health, the economy and the environment.

Climate change and agriculture

Trying to address greenhouse gas emissions without paying attention to agriculture is like heating your home while not ensuring doors and windows are closed. Agriculture is a big contributor to Canada’s greenhouse gas emissions.

As climate change intensifies, bringing more frequent and severe wildfires, droughts, floods, and heat domes , agriculture is being impacted. Instability in weather patterns threatens regional and global social stability and may require Canada to rethink the dominant role of international trade in shaping its current agricultural policies.

Government policies that largely support input-intensive crops and animal agriculture contribute significantly to methane and nitrous oxide emissions and global warming.

Despite these concerns, Canada is not investing strategically or sufficiently in agriculture. Despite $12.5 billion dollars in annual agricultural supports, a surprising portion of Canadian farmers continue to financially struggle to survive. According to the National Farmers Union:

“Over the last three decades, the agribusiness corporations that supply fertilizers, chemicals, machinery, fuels, technologies, services, credit, and other materials and services have captured 95 percent of all farm revenues, leaving farmers just five percent.”

In 2016, 66 percent of all farms in Canada were in the revenue class of $10,000 to $249,999. On average, these farms had expenses exceeding their revenue by a large margin.

While Canada spends a large share of its budget on addressing the negative outcomes of how we produce and consume food, there remain greater opportunities for investing in preventive measures that promote a healthier, more sustainable food system. Canada’s 20th century agriculture policy regime is woefully insufficient for the challenges of the 21st century.

Solutions to the crisis

Transforming our food systems will help to avert devastating climate change and ecological devastation. Many Canadian farmers are already leading the way by incorporating principles of sustainability into their practices. And the good news is that healthy diets are also environmentally sustainable.

Food outlets and school cafeterias can play a role in reducing inefficiencies in the food system, like food waste, and improving sustainability by promoting healthy eating. To make this happen, schools need more resources and autonomy to counter misinformation about food and position Canadians for success by making healthy choices attractive.

Many Canadians support local, bioregional food systems as an alternative to anonymous, transnational food systems. However, these local initiatives are not enough on their own to meet our health, community vitality and environmental goals.

To truly make an impact, local food movements must be part of a larger, co-ordinated effort supported by policies that align agricultural production with healthy diets. A new approach to food policies that considers them from a holistic perspective, beyond GDP, and respects farmers while creating food systems based on the One Planet and One Health frameworks is needed.

It’s important to recognize that farmers are not only just business operators; they are our neighbors, and are integral to our communities. Supporting them with better policies and giving everyone equitable access to nourishing and sustainable foods will ensure a healthier, more resilient future for all Canadians.

Canada needs to provide stronger support for family farms practicing agroecologically sound production methods. Government programs that support greater production and purchasing of grains, fruits and vegetables for direct human consumption are also needed. These initiatives would reduce Canada’s reliance on imports of these critical foods.

In addition, federal and municipal governments should strengthen and broaden Canada’s bioregional food systems while also fostering the growth of small- and medium-sized food businesses. It’s also important to reduce the political and market power of oligopolies in Canada’s food system.
